ADULT EDUCATION PROGRAM MANAGER 

This position is responsible for overseeing the program management of the Adult Literacy and Corrections Education Program (ALCE). The work involves overseeing program management, grant management, and program leadership. The work is performed under the general supervision of the Assistant Superintendent at HFMBOCES with considerable leeway allowed for the use of independent judgement and carrying out the details of the work. Supervision is exercised over program staff. Does related work as required. The Adult Education Program Manager is a Civil Service Position. This will be a provisional appointment contingent on taking a civil service exam and being reachable on a test, to be given at a future date. 

TYPICAL WORK ACTIVITIES

  • Oversees the program management of the Adult Literacy and Corrections Education Program (ALCE);
  • Oversees grant management of the ALCE Program; Monitors student enrollment of the ALCE program; Creates and manages budgets for the ALCE program;
  • Responsible for grant research, development, application and management; Responsible for supervising program staff;
  • Develops, coordinates, promotes and implements programs for non-traditional adult students;
  • Develops knowledge of best practices program modules and implements accordingly; Attends meetings conferences, and other events;
  • Guides efforts to collect data from grant databases;
  • Oversees the preparation of data for reporting purposes and program performance.

SUCCESSFUL CANDIDATES SHOULD POSSESS THE FOLLOWING SKILLS/ABILITIES:

  • Good knowledge of program management;
  • Good knowledge of grant management, including researching, applying and developing grants;
  • Good knowledge of creating and managing budgets; Ability to supervise and plan the work of others;
  • Ability to communicate effectively both verbally and in writing;
  • Ability to operate a personal computer and utilize common office software, including word processing, spreadsheets and databases;

Job Description

HFM BOCES Adulty Literacy and Corrections Education has an anticipated vacancy for a full-time, 12-month Administrative Coordinator, and is accepting applications

The successful candidate will be results-driven and expected to demonstrate positive leadership and interpersonal skills with staff and students in dynamic programs.

Essential Functions

Manages programs for adults and out-of-school youth that …

  •  Includes Adult Basic Education (ABE), High School Equivalency (HSE), English as a Second Language (ESL), workforce readiness, and other programs
  •  Manages budgets in a manner consistent with the requirements of various agencies and laws.
  • Develops, updates, monitors and reports on multi-year plans and applications for funding related to state, federal and other sources.
  • Supervises the collection and reporting of student data.
  •  Serves as the Title II representative on the Fulton-Montgomery-Schoharie Workforce Development Board (WDB)
  • Organizes outreach and recruitment events to bolster the enrollment of adult learners
  • Other duties as required by programs and the District Superintendent.

Job Qualifications

NYS certification as a School Building Leader (SBL) or School District Administrator (SDL) is required. 

TEACH Clearance

Per Regulations of the Commissioner of Education, to be employed in a position designated by a school district or BOCES as involving direct contact with students, a clearance for employment from the State Education Department is required. Formal job offer/selection is contingent on ability to obtain a fingerprint security clearance through the TEACH system prior to working.
